PRI's Josh Treviño interviews Tom Tanton, vice president and senior fellow with the Institute for Energy Research and co-author of PRI's pamphlet "Proposition 87 - All Pain, No Gain." They discuss the flaws in California Proposition 87, the "Clean Alternative Energy Act."

 

Proposition 87, the “Clean Alternative Energy Act,” would place a tax on oil production in California, to fund a new bureaucracy charged with encouraging the development and adoption of alternative fuels. The new agency would exist for a minimum of 20 years, and be required to spend $4 billion within its first 10 years of existence.

Clean energy is an admirable goal. But a close analysis of Proposition 87 reveals that it would bring minimal benefits to California’s environment and energy picture — and a number of harmful effects. In this paper, we explore the reasons one might support Proposition 87, and offer a balanced and critical analysis of the validity of those reasons.
