Twice as Much?

Bruce Blanning of Professional Engineers in California government says that contracting work to private companies "cost twice as much as having state employees do it," as he recently told the Sacramento Bee. Since this runs counter to the usual pattern, responses are welcome.
A recent California Supreme Court Ruling on Propositon 35 allows private companies to participate in state construction projects. Governor Arnold Schwarzenegger called the unanimous ruling a victory for taxpayers.
