Although it passed in a landslide in 1998, many school districts have been slow to implement Proposition 227, the anti-bilingual-education initiative. Despite this foot-dragging, however, 227 is resulting in improved performance and greater English learning by limited-English-proficient students.

Looking to reinvigorate his presidential campaign and avoid further slippage in the polls, Vice President Al Gore has proposed doling out billions to boost teacher quality. He says this will ensure a highly qualified teacher in “every single classroom, everywhere in this nation.”

In a recent book published by the Heritage Foundation, education analyst Sam Casey Carter profiles 21 high-performing schools in high poverty areas. One of these schools is the Bennett-Kew elementary school located in Inglewood, California.
