Cap and Trade in the Western States

In a resounding echo of what I’ve been writing for a while, the Western Climate Initiative’s plan to comply with a proposed cap-and-trade carbon reduction pact would destroy jobs and erode income, according to a report by the Beacon Hill Institute, a non-profit group of economists.
