To hear the presidential candidates tell it, you would think expensive medicine was the biggest problem facing America today. At nearly every campaign rally, President Bush touts his new Medicare bill with its drug-discount program for seniors. John Kerry, meanwhile, says he is "choosing seniors over pharmaceutical profits."

Let us now behold the rising sun of Marcia Angell’s new book attacking the pharmaceutical producers, as its rays cast darkness and confusion upon every issue relevant to the problems of drug innovation and prices. Analogous to a Kitty Kelly of pharmaceutical policy, Angell lives on a planet upon which no assertion is too silly, no argument is too preposterous, no policy nostrum is too destructive to have been excluded from her writings. Whichever party wins in November, one truth will prevail at FDA – regulators love ambiguity but can learn to embrace predictability. A second truth is that FDA decisions are and will continue to be based solely on sound science and its impact on the public health. So, whether red or blue is ascendant, FDA will rule on silicone breast implants and OTC “Plan B” based on the facts.

Democratic presidential hopeful John Kerry wants the federal government — that is, the taxpayer — to become the country’s catastrophic insurer. The California Legislature, always eagle-eyed in pursuit of free lunches, has sent four bills to the governor's desk that would pave the way for the importation of "cheap" pharmaceuticals from Canada. Governor Schwarzenegger is already indicating that he intends to forge a different path for reform.
