J. E. Stone, Ed.D. is a professor in the College of Education at East Tennessee State University. An educational psychologist specializing in learning and classroom behavior management, he specializes in the study of teacher effectiveness.

A recent analysis by Stone and Cunningham (http://www.education-consumers.com/Cunningham-Stone.pdf) compared regular classroom teachers with those certified by National Board for Professional Teaching Standards and found the top 10 percent of the non-certified group to be 10-20 times more effective.

His writing has appeared in Education Week, Educating Teachers: The Best Minds Speak Out (American Council of Trustees and Alumni, 2002), and Teacher Quality (Hoover Institution Press, 2002). Stone is also founder of the Education Consumers Clearinghouse & Consultants Network--online resources for parents, policymakers, employers, journalists, and other non-educators who seek seek consumer-friendly facts and advice about education.
