SAN FRANCISCO – In the wake of a successful recall election, the new governor is faced with numerous challenges and endless opportunities. To navigate the many policy choices and craft a strong vision for the state, Governor Schwarzenegger should turn to the Pacific Research Institute’s (PRI) new report, The California Leadership Guide, released today.

“This guide provides a clear, practical, and non-partisan strategy for bringing about immediate policy reform in the areas that will result in the greatest improvements for the state,” said Andrew M. Gloger, public policy fellow at PRI and editor of The California Leadership Guide.

The Guide provides many key recommendations, the most important and immediate of which are:

• Adopt a constitutional state tax and expenditure limitation
• Reform the state’s workers’ compensation system
• Repeal the Health Insurance Act of 2003 (SB2)
• Undertake school finance reform
• Reform the California Public Utilities Commission

The Guide includes contributions from Benjamin Zycher, PRI fellow; Tom Campbell, dean of the Haas School of Business at UC Berkeley; and Reason Public Policy Institute.
