By: K. Lloyd Billingsley
12.24.2003

Gasoline prices have dropped 48 cents since September to their lowest point in a year, an average of $1.57 a gallon according to AAA. This comes as a practical holiday gift for Californians, who depend on their cars. It also provides a lesson for legislators.

Freedom Victory

12.22.2003

Last Friday, the U.S. Court of Appeals for the District of Columbia ruled to uphold Verizon's right to protect its customers from subpoenas issued by the Recording Industry Association of America (RIAA) under the Digital Millennium Copyright Act (DMCA). This is a win for freedom because it stops the allocation of police-like powers to private entities that threatened privacy and free speech.

Internet Grinches: Online sales taxes are back in play
ePolicy
12.22.2003

Many Americans shopped online this holiday season, but consumer cheer may soon be dampened. The reason is Internet taxes. After a five-year moratorium, Congress is now debating whether to ban these taxes permanently or open the door to tax increases. Democrats, of course, are leading the charge for the latter.

Will The Real Republican Party Please Stand Up?
Capital Ideas
By: Lance T. Izumi, J.D.
12.18.2003

A battle for the soul of the Republican Party is brewing over the issue of government spending. At the national level, Republicans have just pushed through the biggest government entitlement program in 40 years. Once fully implemented in 30 eastern states, the system will enable 90 percent of eastern regions currently out of compliance with the new ozone and particulate standards to reach compliance over the next decade. The measure will also reduce mercury emissions from power plants, and therein lies a tale.

California Golden Fleece Award
By: Lawrence J. McQuillan, Ph.D, Andrew M. Gloger
12.1.2003

Despite the recent passage of legislation to reform California’s workers’ compensation system, skyrocketing system costs remain a major obstacle to job creation and economic growth in the state. California Insurance Commissioner John Garamendi, a Democrat, and Gov. Arnold Schwarzenegger, a Republican, have each released reform plans. The governor convened a special session of the state Legislature on November 18 to address the workers’ comp crisis, and legislation has been introduced modeled after the governor’s plan.
