New Study Supports PRI Education Report

The influential education research organization EdSource recently published a report that supports key findings in They Have Overcome: High-Poverty, High-Performing Schools in California. That Pacific Research Institute study, released in fall 2002, profiled eight public elementary schools whose low-income students achieved at high levels. The PRI study analyzed the curricula, teaching methods, standards implementation, and other factors at these schools and found a common formula for success.

New legislation on air quality is the latest evidence that California legislators have a strange sense of priorities. It also marks an escalation in environmental and regulatory zealotry that could, in due time, lead to higher prices for food, or even food shortages. For decades a state law has blocked state and local regulators from enforcing parts of the Clean Air Act on farms. Now State Sen. Dean Florez, a Shafter Democrat, wants to change that with a sweeping 10-bill package, SB-700-709.

Annual Report Shows Medicare on a Slippery Slope

Observers got a jolt when Medicare's Board of Trustees released its annual report on March 17 showing the program in worse shape than expected. Despite a decrease in physician fees of 5.4 percent in 2002, Medicare expenses shot up by 8.5 percent to $266 billion.

Most of the baby-boom generation will recall that newspapers once featured a "women"s page," as though women were uninterested in front-page news, business, or sports. In similar restrictive style, a kind of ideological apartheid now tags certain themes as "women"s issues." Unfortunately, the familiar politically correct litany - glass ceiling, Title IX, reproductive rights - fails to include the tax code.
