But telecommunications policy doesn’t have to be complex if guided by fundamental American principles. Among the most basic of these principles is the protection of private property rights. But violation of this principle is the defining feature of current telecom policy, and thus a primary factor in America’s lowly ranking in the deployment of advanced technologies.

Absent reform, telecom policies that inhibit investment and innovation will continue to undermine job creation and economic growth, while inducing businesses to locate abroad.
