PRI continues to impact public policy in California, the nation, and abroad. The following is just a sample of PRI's recent contributions.


PRI continues to impact public policy in California, the nation, and abroad. The following is a sample of PRI’s influence in December 1999.

Freedom and Technology

CBS Marketwatch interviewed Sonia Arrison, director of PRI’s Center for Freedom and Technology, on December 13. On December 14, Sonia participated in a WWL Radio interview with John Kennedy, Secretary of Revenue for Louisiana, about Internet taxation, also the subject of her December 15 interview on KERN Radio in Bakersfield. The December 15 San Diego Union-Tribune published Sonia’s "Uncle Snoopy: Government May not be Best in Guarding Consumer Privacy."

The December 16 Wired News quotes Sonia in "Internet Tax? Maybe, Maybe Not," by Declan McCullagh. The same author mentioned PRI in Wired News in the December 11 "Agencies in Glass Houses." On December 9, Sonia Arrison spoke on "Understanding the New Internet Tax Schemes and Understanding the Tax Advantage of Shopping Online" to a San Diego forum sponsored by Citizens for a Sound Economy, Americans For Tax Reform, and the Pacific Research Institute. Sonia served as an expert witness to the third meeting of the Federal Advisory Commission on Electronic Commerce in San Francisco, December 14-15. At a December 13 technology reception at PRI, Sonia discussed proposals by the E-Freedom Coalition and Ron Nehring of Americans For Tax Reform spoke on the Internet tax issue.

"Taxing the Net," by PRI President Sally Pipes, appeared in the December issue of Chief Executive.

Education

On December 1, PRI held its second "Educating for Educational Opportunity" conference at the Capitol in Sacramento, focusing on charter schools. The event drew coverage from National Public Radio and ABC Television’s Sacramento affiliate. Staffers attended from the offices of State Assembly Members Carl Washington, Richard Dickerson, Charlene Zettel, and the Assembly Republican Caucus. State Senators Martha Escutia, Maurice Johannessen, Ray Haynes, Chuck Poochigian, and John Lewis also sent staffers. Other attendees included Isaac Abdul Haqq of Parents for Choice in Oakland, Cassandra Moore of the Cato Institute, Scott Hamilton from the Fisher Family Foundation, Dave Patterson from the California Network of Educational Charters, and several representatives from the California Department of Education.

PRI fellow Tom Dawson, author of Charter Schools and the Long Road to Education Reform, and moderator Pamela Riley, co-director of PRI’s Center for School Reform, were quoted in "Charter advocates tout Arizona; plot strategy for future gains," by Jennifer Sparks, in the December 17 Education Beat. Other speakers included Mary Gifford of the Center for Market Based Education at Arizona’s Goldwater Institute; Bryan Hassel of Public Impact, author of The Charter School Challenge; and Jim Blew of the School Futures Research Foundation.

The December issue of the California Journal published "A view of education spending," by Lance Izumi, co-director of PRI’s Center for School Reform. Lance’s article discussed the real per-pupil spending rate in California, per-pupil spending rates in key school districts, and the lack of correlation between spending and student achievement.

On December 10, Lance spoke to the state meeting of the California School Board Leadership Council about education spending, teacher quality, standards and curriculum issues, and other topics to be covered in PRI’s California Index of Leading Education Indicators. On December 14, Lance was interviewed by the Orange County Register on the privacy issues surrounding computer tracking of students. On December 15, Family News and Focus, a publication of Focus on the Family, interviewed Lance on the subject of social promotion.

On December 26, the Los Angeles Daily News published "Remember Belmont," by PRI Editorial Director Lloyd Billingsley. PRI’s per-pupil spending primer is mentioned in "K-12 education cost grows," a November 29 editorial in the San Gabriel Valley Tribune. The article also ran in the Pasadena Star News and Whittier Daily News. "Let lawmakers discover smaller schools," by Thomas Dawson, was published in the December 17 Jersey Journal, Montgomery Advertiser, and a number of other papers. The PRI template Expanding the Charter Idea is cited in "Will charter schools be successful?" by Amy K. Frantz in the December 3 Denison Review.


Enterprise and Opportunity

The December 2 Chronicle of Philanthropy mentioned PRI’s 1999 privatization competition. "Study reports women cracking glass ceiling" quotes Naomi Lopez, director of PRI’s Center for Enterprise and Opportunity, in the December 6 Fort Worth Star-Telegram. The December 24 Alameda Times Star quotes Naomi in "Advocates push 2 food stamp bills," by Lisa Friedman. On December 22, the Industry Standard cites Naomi in "Report Says Women Near Parity In Many Business Fields."

Buford Durr Jr.’s "Harbor House shows the way" mentions the Pacific Research Institute in the November 28 Alameda Times-Star. The article also ran in the Oakland Tribune."Male Pain for Negligible Female Gain," by Sally Pipes, ran in the December 13 Investor’s Business Daily. "Study indicates women are closing the gap," by Bill Sallquist, quotes Naomi Lopez in the Spokesman-Review of Spokane, Washington, on November 28. "Calling Willie Brown’s bluff on the ‘living wage’," by PRI Policy Fellow Joanna Elachi, appeared in the San Francisco Business Times on December 13.

 


Environment

On December 16, the Conservative News Service distributed "Beware the New Federal Land Use Statistics," by Steven Hayward, director of PRI’s Center for Enviromental and Regulatory Reform. "Support growing for ‘smart growth’ bill," by Bob Montgomery, quotes Steve in the November 28 Greenville News.

 

Notables

PRI President Sally Pipes and Lance Izumi attended an education conference in Orlando, Florida organized by the Fordham Foundation. The December 2 conference featured Chester Finn of the Fordham Foundation and University of Rochester education economist Eric Hanushek. Attendees included Lisa Graham Keegan, Arizona’s Superintendent of Public Instruction; Michael Poliakoff, Pennsylvania’s Deputy Secretary of Education; Michael Podgursky, University of Missouri; and Dr. Phoebe Cottingham, Smith Richardson Foundation.
