I want to start by saying that I have the greatest respect for legislators as individuals and the Legislature as an institution. Your work is difficult and the decisions you make in the interest of the betterment of our state are often not easy. Now it is a fact that partisanship is one part of the policymaking process.
Although partisanship is often pictured negatively, there is nothing wrong with it in the sense that officials are elected representing parties and constituencies. The problem occurs when the law requires that this partisanship be put aside, such as in the case of informational hearings for state propositions.
